In the heart of Munich, a health fund has been established to cover the costs of necessary medical services for uninsured individuals, a testament to the growing issue of uninsured people in the country. Since 2009, everyone with a residence in Germany has been required to have health insurance. However, estimates suggest that between half a million to one million individuals remain uninsured, according to Health Economist Jürgen Wasem.

One such uninsured individual is renowned German actor Heinz Hoenig, who has been battling a severe illness for over a year. Hoenig, who fell ill about a year and four months ago, has been financed by family-raised donations to cover his medical expenses, as he has no health insurance. Despite efforts by his wife, Annika Kärsten-Hoenig, to re-insure him, they have not yet reported any success.

Hoenig's medical journey has been arduous. He was hospitalized for five months and underwent multiple surgeries, including the removal of his infected esophagus and an operation at the main artery (aorta). His wife provided care for him around the clock, and he was seen climbing stairs with her support three weeks after being seen in a wheelchair.

Uninsured individuals in Germany can register with the statutory health insurance fund they were previously a member of, and they must be taken back, regardless of their current health status. Those who intentionally withheld contributions have them expire 30 years after the due date, and they have the right to be reinstated. However, contribution arrears accrue for the time one was without adequate insurance coverage, with a 1% late fee calculated per month.

During suspension, individuals can only claim treatments for acute illnesses and pain conditions. In several municipalities and federal states, there are clearing points that help integrate uninsured individuals into the regular healthcare system. If an uninsured individual applies for membership in a private health insurance company, services would be covered from the date of application, even before approval.

Experts suggest a high dark figure of uninsured individuals in Germany. The aid organization 'Doctors Without Borders' estimated several hundred thousand uninsured people in Germany. As of last November, approximately 253,000 euros in donations had been spent on Hoenig's medical expenses.

Despite the challenges, Hoenig made a public appearance on July 11, 2022, at the Emmy Awards, marking a significant milestone in his recovery. His story serves as a reminder of the ongoing issue of uninsured individuals in Germany and the need for more comprehensive solutions to ensure everyone has access to healthcare.
