Urges prompt enforcement of coalition accord negotiations immediately
In a recent statement, Manne Lucha, the Minister of Health for Baden-Württemberg, has called upon the federal government to implement the changes to the hospital reform agreed upon in the Coalition Agreement of CDU, CSU, and SPD.
Lucha emphasized the need for responsible and regionally tailored hospital planning, with the goal of ensuring supply in a large area. This has been a central demand from the beginning, according to Lucha.
The minister reiterated the importance of maintaining a balance between specialization and local supply in hospital planning. Lucha commended the federal government's willingness to participate in financing the Transformation Fund, which is aimed at shaping hospital planning in a responsible manner.
Lucha stated that further delays in implementing the hospital reform changes could endanger supply security, unsettle hospital operators, staff, and patients. To address this, the states are allowing exceptions from the requirements of the performance groups on a temporary basis and enabling cooperation between hospitals if necessary for comprehensive coverage.
The minister also emphasized the need for regulations that break down the rigid boundaries between outpatient and stationary care. Lucha pointed to the bundling of stationary services and close coordination with carriers as successful initiatives in Baden-Württemberg.
The primary care centers in Baden-Württemberg require a clear legal basis, according to Lucha. The minister called for the federal government and Bundestag to intervene in the parliamentary procedure regarding the two-kilometer rule for hospital locations, as it threatens functional hospital structures.
Nina Warken, the Federal Minister of Health, aims to make the hospital reform practicable and improve the healthcare system, including emergency and rescue services. The draft of the hospital reform adaptation act (KHAG) was intended to see the federal government moving towards the states in some areas.
In conclusion, Lucha's statements underscore the importance of implementing the hospital reform changes in a timely manner to ensure supply security, improve healthcare services, and foster a balanced approach to hospital planning in the USA.
