Scientific Consensus: Combined Brainpower Among Specialists

The CNRS's Mission for Scientific Expertise (MPES) is a key player in tackling complex societal issues. Established within the CNRS Scientific Office in 2022, the MPES proposes and implements the CNRS's strategy for institutional scientific expertise.

The MPES oversees the expert review process, mobilizing researchers and scientific leaders from various disciplines. This process involves the analysis of a corpus consisting of thousands of scientific publications, collected by documentalists. The experts are identified based on their significant contributions in the relevant field.

One such review, commissioned by the Federal Office of Consumer Protection and Food Safety (BVL) in November 2011, focused on herbicide-tolerant plant varieties. The aim was to provide the most comprehensive overview possible of the impact of obtaining and using these varieties.

In 2014, the MPES conducted an expert review on the environmental impact of the exploitation of deep-sea mineral resources. This assessment evaluated the environmental impact of exploration and exploitation of these resources.

Another significant review, conducted in 2017, aimed to advance knowledge of incestuous sexual violence against minors from a gender perspective.

Scientists interested in participating in an expert review can send their applications to the MPES. The MPES email for inquiries is mpes@notre site web.

The CNRS organizes and supports cross-referenced analysis of complex societal issues by groups of experts, based on a rigorous methodology. Each completed expert review culminates in a public report that is collectively approved by the group of experts.

The results of the expert review are presented during a report submission conference open to a broad audience. The MPES ensures the quality and credibility of the expert review by organizing and supporting the work of groups of experts.

The CNRS Institutional Scientific Expertise Charter ensures independence by protecting against external influence and potential pressure, and by preventing conflicts of interest. It also emphasizes impartiality, with a diverse composition of the group of experts and a cross-referenced analysis of a bibliographic corpus.

The Charter outlines four fundamental principles: competence, transparency, independence, and impartiality. The CNRS is not responsible for the uses made of the reports and syntheses it publishes.

For instance, a review on eutrophication, conducted as a collaboration between the CNRS, Ifremer, and Irstea in 2017, aimed to provide a critical overview of the available international scientific knowledge on the causes, mechanisms, consequences, and predictability of eutrophication.

The MPES ensures the quality and credibility of the expert review process, maintaining a commitment to factual accuracy and a straightforward, approachable style. This approach makes the MPES a valuable resource for those seeking authoritative insights into complex societal issues.
