The red-black alliance aims to steer sick individuals and patients in Germany primarily through family doctors, who would then connect with specialists when necessary. Yet, the National Association of Statutory Health Insurance Physicians (KBV) is cautioning against the widespread implementation of this primary care system across all groups under statutory health insurance.

According to KBV's chairman, Andreas Gassen, the primary care system may be more effective for patients aged 50 or above. He emphasized, "Many people are receiving medical treatment for minor ailments by then." The coalition's proposal is to implement a "binding primary care system" via general practitioners and pediatricians, improving the efficiency of schedule assignations, with exceptions for eye doctors and gynecologists.

Praising the control concept, Green health expert Janosch Dahmen urged for corresponding support for family doctors. He suggested enhancing family physicians' roles through increased flat-rate compensation, the aid of independent, non-medical practice staff, and digitalized appointment management. "If we overlook such measures, we risk underproviding essential healthcare resources," warned Dahmen.

Backing the primary care system blueprint, the Association of General Practitioners' chair, Nicola Buhlinger-Goepfarth, claimed that adopting this model would mean an increase of two to five patients per day for each general practice. She assures, "We'll handle it." It's observed that patients under primary care programs generally experience better overall care and attention.

Insight:

The claim that primary care systems are only useful for elderly patients is not explicitly supported in the available sources. Instead, research and policy discussions emphasize that primary care offers substantial advantages across all age groups by ensuring appropriate care, reducing unnecessary specialist referrals, improving coordination, promoting continuity, and enhancing equity in the healthcare system. While elderly patients may benefit more from coordinated, long-term management, younger and healthier individuals also profit from primary care's focus on continuity of care and early intervention.

Additionally, digitalization and telemedicine reforms in Germany aim to improve accessibility, efficiency, and patient-centered care for all demographics. Recent studies also investigate primary care interventions, such as social prescribing, for various psychosocial problems, suggesting that primary care's relevance stretches across various health and wellbeing issues, not just the elderly.

  1. The red-black alliance's proposal for a binding primary care system through general practitioners and pediatricians is not only aimed at patients aged 50 or above, as it intends to enhance efficiency and ensure proper care for all age groups.
  2. The implementation of a primary care system could lead to an increase in patient load for general practitioners, with each practice potentially handling two to five more patients per day.
  3. Enhancing the role of family doctors through measures such as increased flat-rate compensation, the aid of independent, non-medical practice staff, and digitalized appointment management is crucial for providing essential healthcare resources to all demographics, not just the elderly.
