In response to a rising COVID-19 case count in major cities, local health departments are considering specific measures for the gastronomy sector, aiming to balance food safety with risk mitigation while supporting businesses adapting to new economic and consumer conditions.

The strategies being considered include virtual inspections of food establishments, engaging restaurant operators to manage risks directly, providing guidance remotely, and adhering to best practice checklists and guidelines from authorities like the FDA and CDC. Requirements such as masking, social distancing, and limiting capacity may also be included in reopening plans.

To reduce in-person dining risk, there is an increased emphasis on off-premises sales such as takeout, delivery, meal kits, and subscription-style offerings. Sustainable and regulatory-compliant practices remain important, now combining with COVID-19 safety efforts.

Meanwhile, the issue of school masking remains a topic of debate. Klaus Göbels, a city official, has previously criticized the suspension of the mask requirement in schools. However, the obligation to wear masks in public buildings, including schools, has been reinstated.

The current 7-day incidence in the state capital is 42.7 new infections per 100,000 inhabitants, a figure close to the peak of the pandemic, which was 43.3 in March. If the incidence rate exceeds 50, measures such as contact restrictions, curfews, mandatory masks, and alcohol restrictions for gastronomy businesses may be imposed.

Göbels advocates for a nationwide regulation of measures and concepts, suggesting better coordination among regions. He also suggests moving away from a sole focus on numbers and instead aiming to prevent severe illnesses.

In a video conference with Angela Merkel, the term "renewed lockdown" is no longer an option. Instead, a hygiene concept must be presented for events with more than 50 people, and public information about hygiene and distance rules will be intensified in a sensitization phase.

The city's Ordnungsdezernent Christian Zaum considers reaching the 50-incidence threshold possible in the coming week. Göbels also suggests the importance of regional cooperation, aiming to prevent a repetition of the past's challenges.
